The Department of Education recognizes that its success as a government is largely determined by its employees’ performance. As such, it is essential for the Department to create a culture of performance excellence that produces desired results and builds necessary competencies. DepED plans to achieve this through the establishment of the Results-based Management System (RPMS), an organization-wide process ensuring that employees are focusing their work efforts towards achieving DepED’s vision, mission and strategic goals.
The RPMS is a Human Resource and Organizational Development (HROD) intervention that will help ensure the strategic, responsive and effective delivery of Human Resources Management and Development (HRMD) services of all levels of DepED so that it can effectively implement a learner-centered, school-based management system and the K to 12 strategies to improve the quality of education in public schools.
In line with this, a two-day Division Orientation Training of Trainers for the RPMS was conducted on June 20-21, 2014 at the Division Office Conference Hall, Masbate City. It was participated by 77 division and school personnel composed of 9 Education Program Supervisors, 2 Division Coordinators, 4 Public Schools District Supervisors, 2 Administrative Officers V and IV, 7 Section Chiefs, 43 School Heads, 8 Department Heads, 3 Nurses and 1 Division Librarian.
The objectives of the training are: (a) to equip the participants with the basic skills and competencies on the Framework, Criteria, process, Requirements and timelines of the RPMS implementation and all the DepED employees’ corresponding roles on the actual implementation of the program and; (b) to prepare a draft of the office/individual performance commitment and review from (O/IPCRF).
Day 1 session was confined with the presentation and discussion of the rationale and features of the RPMS with SDS Nene R. Merioles as the Resource Speaker represented by Mr. Noel D. Logronio, EPS I –Filipino. The Overall Design of RPMS was also tackled by Dr. Jemnah A. Macabe, EPS I-Science, Division RPMS Coordinator.
Day 2 session was a workshop focused on the presentation and review of the position and competency profile, preparation of the IPCRF and action planning by group regarding their RPMS School Roll-out.
All participants were given RPMS forms, manuals and materials to be used by them and their teachers for their school roll-out chargeable to their MOOE. Likewise, each group agreed to echo RPMS to the teaching and non-teaching personnel before June ends.
