National Budget Circular 542, issued by the Department of Budget and Management on August 29, 2012, reiterates compliance with Section 93 of the General Appropriations Act of FY 2012. Section 93 is the Transparency Seal provision, to wit:
Sec. 93. Transparency Seal. To enhance transparency and enforce accountability, all national government agencies shall maintain a transparency seal on their official websites. The transparency seal shall contain the following information: (i) the agency’s mandates and functions, names of its officials with their position and designation, and contact information; (ii) annual reports, as required under National Budget Circular Nos. 507 and 507-A dated January 31, 2007 and June 12, 2007, respectively, for the last three (3) years; (iii) their respective approved budgets and corresponding targets immediately upon approval of this Act; (iv) major programs and projects categorized in accordance with the five key results areas under E.O. No. 43, s. 2011; (v) the program/projects beneficiaries as identified in the applicable special provisions; (vi) status of implementation and program/project evaluation and/or assessment reports; and (vii) annual procurement plan, contracts awarded and the name of contractors/suppliers/consultants.
The respective heads of the agencies shall be responsible for ensuring compliance with this section.
A Transparency Seal, prominently displayed on the main page of the website of a particular government agency, is a certificate that it has complied with the requirements of Section 93. This Seal links to a page within the agency’s website which contains an index of downloadable items of each of the above-mentioned documents.

NAT for Grade 12 studes administered
Achievement test determines if graduating studes meet learning standards
Graduating Senior High School (SHS) students of public and private schools in SDO Masbate City take the National Achievement Test (NAT) through a paper-based modality, Jan. 30-31, 2023.
The NATG12 is one of the exit assessments under the national assessment framework of the K to 12 Basic Education Program. The test is designed to determine if graduating students are meeting the learning standards spelled out in the SHS curriculum.
The results of the assessment will serve as evidence and proxy indicator for improvement of the curriculum implementation, evidence-based decision-making, and resulrs-based Monitoring and Evaluation.
The test covers 21st-century skills and the core SHS learning areas of Languages, Humanities, Communication, Mathematics, Science, Social Science, and Phiolosophy.
The test design is progressive in nature wherein test items measure varying levels of skills. The language of the assessment tool is English and Filipino while the test item format is multiple choice.
Education Program Supervisors (EPSs), Public Schools District Supervisors (PSDSs) and EPS Janet Z. Dumangas, Division Testing Coordinator, managed and monitored the administration of NAT for Grade 12.

SDO Masbate City personnel tune in to Basic Education Report of VP-DepEd Secretary Sara Duterte
MASBATE CITY - SDO Masbate City personnel convened at the Conference Hall at 2 o'clock in the afternoon, Jan. 30, 2023, for the live viewing of the Basic Education Report (BER)t 2023. OIC-ASDS Arvin R. Sese and CID Chief ES Noel D. Logronio led the said live viewing.
Vice President and the concurrent DepEd Secretary Sara Z. Deterte clearly presented the state of basic education in the country as well as the plans and initiatives of the Department of Education.
One education reforms of DepEd was the revision of the curriculum.
"Kinder to Grade 10 curriculum is being finalized and the Senior High School curriculum is undergoing review," VP Duterte said.
Making the Curriculum Relevant
To produce job-ready, active and responsible citizens, VP Duterte pointed out that there was a need to make the curriculum relevant by revising the K to 12 Curriculum to make them more responsive to the aspiration of the nation, reducing the number of learning areas to focus on foundation skills, strengthening literacy and numeracy programs, revitalizing Reading, Science and Technology and Math programs and improving English proficiency while recognizing linguistic diversity, reviewing the implementation of the Mother Tongue-based Multilingual Education Policy, embedding the culture of peace in our curriculum among others.
Taking Good Care of the Learners
VP Duterte gave emphasis on the need to take good care of learners by promoting learner well-being, inclusive education and a positive learning environment.
Furthermore, she said that such plan of DepEd would be realized successfully by providing education to children and youth in situations of disadvantage, strengthening and institutionalizing the reintegration program for adolescent mothers, Children at Risk (CAR), and Chidren in Conflict with the Law (CICL), strengthening the mechanism in safeguarding learners against all forms of discrimination and dangers, seeking out mental wellness experts to form interventions at the school level, and strengthening inclusive education programs, including the Alternative Learning System (ALS), last mile schools and programs for Indigenous People (IP) learners and learners with disabilities, establishing of inclusive Learning Resource Centers, providing assisting mechanisms to students with disabilities and eradicating illiteracy through relevant policy issuances and community literacy program interventions.
Giving Support to Teachers
VP Duterte emphasized the crucial role of the teachers in schools, hence, they need to be given support so they can teach better.
Such plan could be attained by providing professional development programs to the teachers, providing support in terms of innovative, responsive and inclusive teaching approaches following the Philippine Professional Standards for Teachers (PPST), capacitating teachers and learners in utilizing technology in remote learning to maximize the benefits of digital learning and providing training and other learning development interventions for school leaders, fast tracking the implementation of the career progression policy and implementation the Merit Selection Policy (MSP), advoacting for additional benefitsfor the teachers, Implementing the policy on the distribution of teacher workload and payment of teaching overlaod, expanding the coverage for the grant of Special Hardahip Allowance (SHA), addressing issues affecting the net-take-home pay of teachers, working with DOH for free annual physical examination for teachers and coordinating with GSIS for an improved and superior benefits package for all DepEd personnel.
Accelerating the Delivery of Basic Education Facilities, Services
VP Duterte stressed that decisive steps must be taken by DepEd to accelerate the delivery of basic education facilities and services which include building more resilient schools and classrooms, closing the remaining gaps in school infrastructure with policies to eliminate corruption, establishing fully-functional library hubs, providing schools with electricity and providing e-classroom packages for teaching and learning.
VP Duterte strongly believe that Filipinos possess notable qualities such as resiliency. She said "We know that the challenges are vast but we, Filipinos, are resilient. We will overcome. "
Meanwhile, the Guest of Honor, His Excellency President Ferdinand R. Marcos Jr. gave a strong message of support to VP and DepEd Secretary Sara Duterte.
Prior to the culmination of the Basic Education Report (BER), the dignitaries were asked to express their all-out support to the plans and initiatives of the Department of Education by signing in the wall of commitment.
Both President Marcos and VIce President-DepEd Secretary Duterte wrapped up their messages on the tag line "MATATAG: Bansang Makabata, Batang Makabansa" which introduces DepEd's new direction and the pivotal role of stakeholders in addressing basic education challenges confronting the agency itself. .

Health Nutrition Section conducts One Health Week
Personnel from the Health and Nutrition Section of the School Governance and Operations Division (SGOD) official kick-start the conduct of One Health Week, Jan. 30, 2023.
SDO Masbate City employees underwent various tests such as but not limited to uric acid, cholesterol and Random Blood Sugar (RBS) testing and BP monitoring.
Starting January 31, 2023, the group will be conducting various activities like feeding of nutritious hot meal to wasted and severely wasted pupils, deworming, handwashing and toothbrushing drills, dental services (oral prophylaxis and sealant) and forum on ARH, mental health and National Drug Education Program (NDEP) in the following schools: Alejandro Delos Reyes Integrated School, Bantigue Elementary School, N. Delos Santos Elementary School and Amancio Aguilar Elementary School.
The One Health Week for SY 2022-2023 shall focus on how OK sa DepEd and its flagship programs ensure that DepEd schools are healthy learning institutions where the health, safety and well-being of the learners are protected and at length promoter during the pandemic and beyond.
